I think that BMG are planning to release WPINOYB with its new front cover sometime early next year (probably Feb/March to coincide with the tour).
Based on the success of that, they might move towards releasing a compilation album containing the WPINOYB bonus tracks, the 2011 Janice Long session songs, and previously unreleased LIHS bonus tracks.
Considering the length of time Morrissey promoted Action Is My Middle Name, and the extent to which he included People Are The Same Everywhere and One Of Our Own in his setlists, it would seem appropriate to give them an official album release. Also, if this is the case, BMG might have suggested not releasing any new b-side material for LIHS so that the compilation can be promoted as containing new material.
Just because SER said the tracks are good....do you really believe him? His taste has been a little suspect with all those half naked women photos. Truthfully, it would be great if they were because I am struggling with most of the tracks on this new album. Ask yourself...what track do you get excited about playing again after hearing the album in it's entirety? How many tracks do you skip when you go back to play it through again? That is the first true test of a great album. This is the least commercial record he has every made.

I suspect, although more tracks would be welcomed, he is probably referring to the Spent & Jacky's live tracks as you say.
Given he got Spent early, he probably has You'll Be Gone to listen to and was attempting to communicate that, but unwittingly started the B-side album ball rolling again.
